As a welding instructor, i get that question quite often, especially from beginning welders.
The truth is, many stick welders DO touch the electrode while initiating the arc, to avoid “arc strikes” and guide the start up of the weld, Arc strikes are a big no-no with welding inspectors!!!
Generally this is done for a short time only untill the arc and puddle are firmly established.
This technique is used with heavy welding gloves, with the electrode held between a coiuple of fingers, much like a cigarette smoker would hold a cigarette.
Obviously, the use of wet gloves would for this would be an issue!!!
